Kind provisioning not deploying a StorageClass

I'm not if this is desired behavior but I believe at some point the Kind cluster provisioned by Karina with karina provision kind-cluster will deploy a default StorageClass which is local-path but it is not doing so in the latest version on master branch (I'm on ed28b067c61da193c598b7729462ca138537b659).

If we want to have a default SC out of the box after provisioning a Kind cluster then I believe this might be a regression bug.
