Getting 104 errors "Your monthly usage limit has been reached..." even though API Usage for current month is 0%.

I'm getting 104 errors "Your monthly usage limit has been reached. Please upgrade your Subscription Plan" even though my API Usage for the current month is 0%, according to dashboard. Also, near the end of the previous month, I received an email that said I had reached at least 228% of my available API request volume. This is odd since I have a script running that calls the API only every 3 hours, so that works out to ~250 per month.

API usage dropped from 1000 requests to 250 requests and now, again, to 100 requests per month. To be on safe side you would have to query API once every 8 hours to meet this limit.
