[CPU templates] Drop the support of static CPU templates in v2.0.0

This is a tracking item for dropping the support of static CPU templates in v2.0.0.

The deprecation of static CPU templates has been announced and discussed in this discussion and has been deprecated in v1.5.0. In accordance with our deprecation policy, we'll drop it in v2.0.0 (the next major version).
