Separate release versions for Core Modules

Core modules, including:

• Desktop Broker
• .Net client
• JS client
• Metadata (Language/Grammar/Validation) must have separate versioning with sermver compliant releases

Can you have a conversation with @paulwhitby on whether this is a dependency for FINOS activation or whether can be placed on the Plexus-Interop backlog as a future roadmap item.

I have reduced the priority to medium until a conversation with @paulwhitby takes place to re-prioritise according to FINOS activation criteria.

This item is not a blocker for activation, we can release 1.0 during activation and add separate versioning on top of that later.
