Increase SteerCo vote pass threshold to 51

While the aim is to have an odd number of SteerCo members so that we can't end up with a tied vote it is possible that we end up in this situation. If we do, votes still require a majority to pass, therefore we should increase the pass threshold of the .gitvote config from 50% to 51%.
