sign dxgi.dll to allow for use with games that have EAC

I would like to use vrperfkit for FFR in Ghosts of Tabor, which has EAC implemented. This is preventing dxgi.dll from running, but if you sign it with a code signing cert it will be allowed. I've gotten other devs to do this and this resolved the issue. See: https://github.com/mbucchia/OpenXR-Toolkit/issues/446#issuecomment-1504202412

I'm afraid this is not going to happen. Code signing certificates are not cheap; I do not have one and would have to purchase one specifically for this purpose. Given that I make no money from this project, that's a losing proposition both financially and in the time I'd have to invest in setting it up. And as the answers in the other thread show, it's not even a guarantee for anything.

Maybe it would be possible to request a whitelist? That's what happened with ReShade.

This would be huge is if worked in eac games like vrc! Please look into it if you can
