configurable JAX RS client

I've made some changes to make the JAX RS client configurable; I've also moved the dependencies on Jersey to a separate class 'WnsJerseyClientFactory'. I believe that makes the Jersey dependency optional, but I haven't tested that yet. Let me know if you have questions or suggestions for improvement.
