chore(internal): rename some v1 parsers to `spec-to-openapi-ir`

Description

Changes packages/cli/api-importers/openapi/'s openapi-ir-parser to spec-to-openapi-ir, and (more direly) openapi-ir-to-fern-tests to spec-to-openapi-ir-tests.
