Proposed Element: Subcontracting Plan Targets

The FAR has requirements for subcontracting plans for certain procurements. It requires prime contractors to upload this data to FSRS. There is no public mechanism to transparently measure the performance of primes/agencies in meeting their subcontract goals as those goals are not public. This information should be captured or exposed to the public if captured.
