Unable to access using FileZilla

Here is my docker compose

      - FTP_PASS=adminpass
      - PASV_ADDRESS=127.0.0.1
      - PASV_MIN_PORT=21100
      - PASV_MAX_PORT=21110

      - ftp-data:/home/vsftpd
      - ftp-log-data:/var/log/vsftpd
    ports:
      - 20:20
      - 21:21

while trying to access using FileZilla its saying

Error:	Could not connect to server
Status:	Waiting to retry...
Status:	Connecting to 127.0.0.1:21...
Status:	Connection attempt failed with "ECONNREFUSED - Connection refused by server".

also tried with PASV_ADDR_RESOLVE=YES

I am running docker in Windows
