`watch_addr_...`: scan from block height at which `Reveal` messages were exchanged

#364 scans for some blocks in the past when instructing the syncer to watch an address. This mitigates #361, but will not work always. It would be more reliable to scan from the block height at which the Reveal messages were exchanged - that would afaict cover all scenarios but a reorg.
