Added `user_swapping` and `user_wrapping`

I added a new user_swapping and user_wrapping functionality mirroring the user_brackets and user_scope_brackets functionality to allow users to override some of the upstream options without losing out on future updates.

While the documentation has been updated to mention bh_swapping.sublime-settings and bh_wrapping.sublime-settings have updated the management of user rules, there is currently no documentation specifically covering user swapping and wrapping rule management. We need some documentation for this as it is not the same as user bracket rules.
