Dev Menu only has "debug" option, make it impossible to stop debugging(am using chrome to debug)

Description

i cant stop debug as per below pic(theres no stop debug option once i started debugging, unlike previous version): when i want to stop debug by pressing the "debug" option, it thinks i want to start debug, and when i close all windows and finish rebuild it, the annoying chrome debug windows just opend immediately, i believe its a bug.
