fby4: wf: Enable PERST_E1S GPIO tolerance

Description

  • Read IOE status before BIC initializes to avoid resetting the PERST_E1S value.

Motivation

  • The current BIC will reset the value of PERST_E1S after BIC reboot, that will cause the host reboot.

Log

  • Test plan: Pass
  • WF BIC warm reboot and didn't influence host: Pass
