fby4: wf: Change CXL ID naming
Description
- Modify the CXL index naming. Use CXL1 and CXL2 uniformly to avoid confusion.
Motivation
- Currently, BIC code sometime use CXL0/CXL1 but sometime use CXL1/CXL2.
Test plan
- Build code: Pass
- Check CXL power on: Pass
