[BUG] Offline Installation still requires online connection for docker-compose pull

Environment

F5 Journeys version 4.2.0 Ubuntu Desktop 23.10.1 Docker 24.0.5 Docker Compose Version 1.29.2

SUMMARY

The offline installation version of F5 Journeys available on MyF5 still requires online access to docker for installation. Airgapped clients cannot complete installation.

STEPS TO REPRODUCE

F5 Journeys is offered now on MyF5 as a download for offline installations. This was a need for airgapped customers where security policies prevent the Journeys client from being allowed on the internet for even setup purposes.

The docker compose dependency still requires access to registry-1.docker.io and fails to complete the installation for use in those isolated environments. This was reported by customer and reproduced in lab airgapped/non-airgapped to confirm.
