Ext.Net.Desktop desktop icons are not draggable

Found: 5.2.0 Ext.NET forums' thread: Drag and drop the shortcuts in desktop control

This worked at least down to Ext.NET 2.5, but since Ext.NET 3 it has been broken as if the feature never existed. Still actual for versions 4 and 5, down to 5.2.0 at least.

This means this feature was not taken down due to the change in UX that permitted easier Ext JS code syncing (#1488), but in the upgrade process between Ext JS 4 and 5.

The issue may have come from Sencha.
