Floatable panels are displayed behind BorderLayout containers

Found: 4.2.0 Ext.NET forum thread: BorderLayout Floating Region hides when an element hovers between the panel and the mouse pointer Sencha forum thread: Floating panels in border layout go below a window

When using a container with border layout, having its inner panels with floatable setting turned on makes these panels behave in undesired ways.
