Update db build process to use central Monarch ontology mappings

Nico is working on a Jenkins pipeline to generate the hp-hp, hp-mp etc mapping flatfiles for Exomiser and other Monarch applications

See https://github.com/monarch-ebi-dev/monarch_ontology_data, especially the Makefile

Waiting on Jenkins memory fix before this is ready to test. Once confirmed performance is same or better should switch to just downloading the mappings files from Jenkins

Should probably switch to using https://archive.monarchinitiative.org/latest/owlsim/data as the monarch-owlsim-data repo is no longer being updated

Note the current phenotype build using the mp-importer file no longer works as this has been removed. 1909 build removed this requirement and used the up to date mouse data at archive.monarchinitiative.org
