Concepts, like on the Golang track

Hi 👋 ,

I've got some minor contributions to the golang track. And was wondering as PHP does not have publicly accessible concepts if this is something being worked on, and if there is a place to track this effort?

I noticed a top-level concepts folder, so assume it is in the works.
