Add missing tests.toml files for accumulate and collate-conjecture

@ErikSchierboom, mark this as rep/tiny if you could. These edits don't touch the tests themselves so we shouldn't rerun solutions if possible.

I'll follow up with PRs for several other slugs that do need updates to the tests.
