Add apache_fact_version fact

Hi,

This PR add the "apache_fact_version" containing the current apache version. This is particulary usefull if you want to test if you are in 2.2 or 2.4 apache version.

This should be confined to Linux $::kernel otherwise it will probably break on Windows.

@lermit any chance that you can add @alvagante comment regarding confine and rebase against master? We will do a major version bump soon and drop puppet 2 and 3 support. We want this PR to be added to 2.1.11
