Page should not be centered on sheet when using 1 Page / Sheet, SheetSize = PageSize+Bleed

When setting the bleed attribute on printSetup for a single page, I'm getting a double bleed on the height of the page. Any way to make the same bleed size all the way around?

it looks like the bug here is that the page is centered on the sheet, so the bleed is only half-sized at left and right. the intended behavior was to show bleed on 3 sides, never on the spine side, depending on if the page is left or right.
