Integrate pre-commit to improve UX and repository style guide maintenance

There was an attempt to integrate pre-commit into the repository, but it was unsuccessful. But in the future, such integration could save the community a lot of time by preventing style-guide violations and lint check fails to be committed. This will save time on rerunning tests after style and lint fixes.
