Improve of 10_Wallet.sol

Reopened PR #98 which was closed by mistake

Fixed the folliwing issues in the solidity/10_Wallet.sol file:

• Comments don't correspond to the code
• Errors description is outdated / not full
• The flag = 0 with arbitrary value is used after tvm.accept() what makes Tx Replay possible
