Announce via irccat when DNS changes are made.

Using the framework thieved from Jon Cowie's knife-spork, send to irccat as we do for things such as eventinator, when DNS CDN changes occur.

Note: Syntactically this looks right, and every single test passes, but I've not tested the code.
