Use cmake as build system

build tmlQCD with cmake. Requirements all changes are in the cmake_support branch

• [ ] Build small dependencies if not found
• [x] Plan for hdff5
• [x] Initial build in place
• [ ] add necessary support for cpu related acceleration
• [ ] add support for c-lime and lemon (step one only detection)
• [ ] add support for building lemon and c-lime
• [ ] large file support
• [ ] keep config.h philosophy for compilation dependent parameters (MPI, OpenMP)
