[Storage] Add `GenericStorageConfig`

As part of the Fidesops <> Ethyca Pro integration plan we'll need a way of uploading retrieved access data to an intermediary service provided by the Platform team. We can facilitate this by adding the GenericStorageConfig, which should represent a generic file upload endpoint.
