Refactor all empty table states into a shared component

Description Of Changes

Refactors several different "empty table notices" across the app to inherit from a shared component and deletes deprecated EmptyTableState components.

Code Changes

• [ ] Extract shared component for empty table notices
• [ ] Changed last reference to old empty table state component to be "info box" component still used elsewhere
