Banner version of first layer of TCF experience

Description

We need to offer a banner-based version of the first layer for TCF.

Assumptions

The way we should implement this, to be safe, is to make this optional.

Acceptance Criteria

  • First layer of TCF can be shown in a banner
  • Having stacks and purposes in the first layer is optional
