[DOCS] Include tutorial for changing Batcher address

Description

For chain operators, changing the batcher address within the L1 smart contracts is an important workflow for us to provide some guidance.

Some ideas where we could place this content:

A new section in the batcher configuration page
A new section within rollup operations
A new section within tutorials
Or we could create whole new pages under Chain Management for managing the proposer and the batcher.

I am partial to the last option.

Some basic steps in the docs to illustrate how to update the batcher address.

This documentation will allow chain operators to update the batcher address for their chain without having to contact dev support.
