Add configuration setting for using full width in colibris

Currently, only about 1/3 of the screen is used for the editor. There's a plugin to use full screen (ep_colibris_full_width), but it doesn't retain the setting across reloads and it doesn't provide an URL param.

It would be nice if this was a native setting in etherpad-lite.

@fdemello I just had a look. It it possible to set this in the settings.json globally. Does this help?
