Port contributor guide from etcd-io/etcd to website
Copy (or move) the contributor guide from the @etcd-io/etcd repo to the website to surface information on how the project would like contributions to be made.

As I mentioned in the Etcd.io Docs/SEO Improvement Plan issue: I'd like to suggest that we wait before starting any work on the project as there is a process we're going through with the etcd Docs LFX mentorship project, and I welcome you all to apply to the program.
