Mailing list endpoints

This is a feature request to add endpoints for mailing lists for the following:

• Mailing list info, including name and id (issue #43 removed the names from the example)
• Mailing list management info:
  • Ability to list members on mailing list and their current role
  • Ability to add / remove / update members and their role (muted, member, operator)
  • Ability to change welcome mail and mailing list settings (invite, default muted, etc)
  • Ability to add / remove characters, corporations, and alliances to the allowed and blocked lists
