It is the actual unique "wallet id", if you're talking about the "wallet division" being 1000 or 1000~1006 for corps that's just a layer on top. i.e. it's the same 1000 for every character, but actually the "wallet id" of the "1000 wallet (division)" is different for everyone, which is what this field is actually is.
