openwindow endpoint for Hypernet Relay

It would be great if we could open hypernet relay offers in a similar way to /ui/openwindow/contract/

Use case

Websites running exclusive private hypernet relays.

Authentication

This could reuse the open window permission.

Example return

204 No Content
