ForEmergencyResponders lacks PPE substructure

SDS section 6.1.2 (accidental release measures for emergency responders) should cover PPE. The regulations contains no further hints, and EuPhraC and SDScom both have no real structure here. Should there be the same structure as for the PPE in section 8?
