Substance-based fields in Component

In type Component, the fields ExposureControlPersonalProtection, PhysicalChemicalProperties, ToxicologicalInformation, EcologicalInformation and TransportInformation are not part of the SDS usually. This representation is more according to a product-based approach (a.k.a. SDScom V5). If applied in full consequence, all data of the component SDS could be part of the component data.

What is the reasoning of this approach, and would it make sense to either enhance this to the full extend of data or remove it as not necessary for the SDS?
