Can't delete personal account that was listed to sign an obsolete version of a document.

See discussion is issue #29: The check on signoff IDs was added to the FNAL_sso branch ... However, the signoff IDs are just a simple check: https://github.com/ericvaandering/DocDB/blob/fnal_sso/DocDB/cgi/SignoffSQL.pm#L185 This will pick up SignoffIDs from Obsolete documents as well. [so the personal account can't be deleted.]

Before implementing, we should consider if deleting an account that has or is to sign an obsolete version of a document could cause any issues.
