Add Tizen support

Tizen released .NET SDK, might be good to add support to it

(Adding a few keywords for SEO.) Tizen.NET enables writing .NET (including MAUI) apps for Samsung devices like the Galaxy Watch, Gear, and Smart TVs. I think it also runs on some of their refrigerators. Heck, maybe someday we really could run SQLite on a toaster...
