README.md: Add Ruff rule doc lookup helper to README

This adds a helper funciton to the README that allows the user to browse to the documentation for a Ruff rule from a Flymake diagnostics buffer. Works in both flymake-diagnostics-buffer-mode and flymake-project-diagnostics-mode.
