Clean temp dirs if no plos are running

I want to be able to clean temp dirs initially while starting with plotman plot if no plots are already running. Will help cleaning temp dirs if system reboots and plotman is set to autostartup.

Currently doing it with a manual bash script. Would be great if it was a in app feature do that we don't have to track temp folders across multiple scripts
