Add Xcode 13.3.1 support

Add this UUID to the file info.plist in the DVTPluginCompatibilityUUIDs list:

BD431FF2-C78B-4953-A3A9-0E42593C2D32

I was able to make this plugin work in Xcode 13.3.1.
