Sediment solver VOF conservation issues

If we start a simulation with these initial conditions (sediment with black in the air phase - red is air, blue is water) then at the third checkpoint (icnluding zero) the water surface jumps over the sediment phase.

This could be because I am not setting the coefficients file right. I will refactor the TwoPhaseFlow model and then retest
