Feature explicit pcr model

Adds an explicit PCR probability of detection model and then fits to the summary stats from Hellewell et al. As discussed on call I think this is the least worst option. Note that in comparison to the curve shown in the Hellewell paper this is only estimated discretely (middle of each day so some differences are to be expected)
