Prepare script and Dockerfile for opensuse distros

This issue is to prepare and test envoy docker images for opensuse distribution. Tumbleweed and/or Leap 15.1/15.2 can be considered for this task. The task will include:

• [ ] Preparing script for installation of dependencies and configuration build_container_opensuse.sh
• [ ] Prepare a corresponding Dockerfile - Dockerfile-opensuse
• [ ] Build docker mage for the registry and test with docker pull
