Allow down rank spells for click casting

I am playing classic sod. I want to down rank spells for mana efficiency. So I want to use the druid spell "Rejuvenation(Rank 4)" which is spell id 2090.

If I enter 2090 in click castings as a spell and save it, it seems to have the same effect as if I enter 774 or 9841. It always casts the highest rank I know which is "Rejuvenation(Rank 10)".

If I make a macro, it will cast the correct spell, however it is a pain to have to setup macros for all the classes I play.

Cell is not usually in WOW Classic until this issue is addressed.

With the changes of #297 Cell is able to downrank spells. Feel free to locally change your files to test it.

You'll need to add the exact spell IDs for each rank though.
