@webOS101 it is a top-level document as far as the original Enyo design guide has it. I don't have a problem moving it to ui as a doc there, but we still haven't finished working out how we're going to link all these markdown files together.

I agree it should not apply to Moonstone specifically. Moonstone is just one usage of it.
