added tests for chameleon serial command protocol test

As promised in issue #21, here is PR for a few tests as starting point for more tests. I have written them in unittest2-style so no additional python test libs are required.

it does not test the python chamtool.py or chamlog.py. It uses XModem class from Chamtool module to test the download.

the tests are run via a serial connection on the chameleon directly.

Warning: running the tests will alter the configuration on the chameleon

how to run the tests

  1. configure the PORT in the test_commands.py file appropriatly

  2. Chameleon/Software ~> python3 -m unittest -v tests.test_commands

  1. missing tests: UPGRADE,RESET,LOGDOWNLOAD,LOGSTORE,UPLOAD,CLEAR,STORE,RECALL,SEND,SEND_RAW,DUMP_MFU,FIELD=

  2. auto configure the port for tests or get command line argument. at least get config out of tests_commands.py file.
