PhoneNumberUtil.isValidPhoneNumber for Netherlands (+31) and Estonia (+372) is returning invalid for valid numbers. Please verify for these numbers

Nope we are preprocessing for issued number like the one with yours and for others . if(+372) else if(+31) else libphone like this you can add yours as well.
